Queen of Hearts Rules

Overview:

The Queen of Hearts Raffle is a weekly 50/50 progressive virtual raffle with 50% of the jackpot going to the winner and 50% supporting the strategic initiatives and faculty and staff of Holy Family Catholic Academy (HFCA). The jackpot total will be net of administrative costs associated with running the game including but not limited to credit card financing charges.

Only individuals 21 years or older at the time of purchase may enter the raffle. This raffle is void where prohibited by law. Purchasers must physically be present in the state of Illinois when the transaction occurs. This game is intended to conform to all municipal, State, and other requirements including reporting and withholding of all federal and state income taxes.

  1. HOW DO YOU PLAY QUEEN OF HEARTS?

1.1 HFCA will purchase an online raffle board from a third-party company and does not know the location of the Queen of Hearts.

1.2 The online Raffle Board consists of spaces for 54 playing cards, including two jokers, randomly placed and concealed on the board. Each space is numbered one (1) through fifty-four (54).

1.3 The ticket purchaser will choose one number per $5 entry at the time of purchase between 1 and 54. There is an option to have the software randomly select your ticket number(s). All ticket purchasers must provide first name, last name, telephone number, and email. There can be only one name per ticket. If the ticket is not filled out completely and correctly, the tickets will be invalid and discarded.

2. RAFFLE TICKETS

2.1 To play, raffle tickets must be purchased before 3:00 PM on the date of the weekly drawing.

2.2 Tickets will be purchased online through the Queen of Hearts page on the Holy Family Catholic Academy website. Each ticket is priced at $5.

2.3 Each ticket must include a full name and telephone number, and must also indicate the number of the playing card (#1 - 54) on the board you would like uncovered and revealed if your ticket is drawn. The online purchaser of the winning ticket will be the primary purchaser and will be the only person contacted if their ticket reveals the Queen of Hearts.

2.4 A representation of the board will be on display on the Queen of Hearts page of the Academy website. It will show which card numbers have previously been selected at prior drawings and are thus no longer available, as well as those card numbers that are still available.

2.5. At the time of purchase:

      • Each entrant will have the option of electing to enter every future drawing automatically.
      • Each entrant may choose to have their card slots assigned randomly or manually choose a card number.
      • A registration Confirmation and receipt will be generated with each purchase documenting the raffle ticket numbers selected and the amount charged to the purchaser's credit card.

2.6 Each number corresponds to a single hidden playing card from a standard 52-card deck plus two jokers. There are 54 numbers available for selection as the game begins. The numbers available will decline by one each week until the winner of the weekly drawing reveals the Queen of Hearts.

2.7 Purchased tickets are good for one week only and do not carry over. A new ticket must be purchased to be eligible for the current week’s draw and a chance to win half of the jackpot.

2.8. Tickets may be purchased with a credit card in $5 increments. There is no limit on the number of tickets that may be purchased. Weekly online ticket sales will begin immediately after the current week's drawing and continue up until the 3:00 PM drawing of the following week.

2.9. Only one person may be the holder of a ticket, and there may be only one name per ticket. If more than one name appears on a winning ticket, the first person named shall be deemed the sole winner. Any division of winnings among persons purchasing tickets in common shall be the responsibility of the person deemed the sole winner, and HFCA shall have no responsibility to resolve any ensuing disputes.

3. LOCATION, DATES, AND TIME OF DRAWINGS

3.1 Except as otherwise noted in paragraph 3.7, drawings will be held every Thursday at 3:00 PM, holidays excluded. Only one (1) ticket will be drawn each week.

3.2 At each raffle drawing, one ticket will be automatically selected at random. Once a ticket is drawn, the card on the Raffle Board that corresponds to the number selected on the ticket will be turned over. If the Queen of Hearts is turned over, the winning ticket holder will receive 50% of the pot, net of expenses.

3.3 If the card flipped is any card other than the Queen of Hearts, all purchased tickets will be cleared, the jackpot continues to build and new tickets will be sold for the following weekly drawing. All tickets for that week’s drawing will then be destroyed. The total prize pool will continue to accumulate weekly until the Queen of Hearts card is drawn. The jackpot amount, based on ticket sales, will be updated and displayed on the ticket website.

3.4 If the playing card number indicated on the ticket drawn uncovers the Queen of Hearts, that ticket holder is the Grand Prize Winner and will be paid half the proceeds of the jackpot up to the maximum payout amount (“the Grand Prize”), and the remaining one-half shall go to HFCA.

3.5  If a Joker is pulled, the winner will receive $100. If any other Queen is pulled, the winner will receive $250. The remaining pot, net of expenses will roll over to the next week.

3.6. The jackpot amount, based on ticket sales, will be posted in the school newsletter, on the school website, and on social media.

3.7 Play of the game and weekly drawings may be suspended at the discretion of HFCA over extended breaks when school is not in session. Examples will include, but are not limited to Christmas Break, Spring Break, and Summer Break. The balance of the pot will be frozen until the game resumes after the designated break.

The community will be notified of the suspended play. Tickets purchased during the suspended play will be eligible for the drawing when it is resumed. Players who have previously chosen to automatically purchase weekly tickets, will not be charged and their request will resume at the time the game resumes.

4. TAXES AND REPORTING

4.1. The winner is responsible for all taxes and fees. The winner must confirm their identity and SSN by completing and signing such documents as may be required under state and/or federal law, including, but not limited to IL-5754, federal 5747, and IRS Forms W-2G and W-9.

4.2 The winner may be subject to federal and/or state withholding. Winnings will not be distributed until all documents required by law or regulation have been completed and signed. This may take up to two weeks or more. If a player is unwilling or unable to complete, sign, or provide any required documents within fifteen (15) days of the drawing, 100% of their prize money will revert to HFCA.

4.3. A winner may not donate the prize without first taking ownership of the prize, which means the appropriate and required state and federal documents must be completed, signed, and issued, and any appropriate withholding taken. If the winner wishes to donate the prize once they have taken ownership of the prize, they may do so.

  1. GENERAL TERMS AND CONDITIONS

5.1 By entering this raffle, all contestants agree to be bound by these rules. HFCA shall be solely responsible for interpreting and applying these rules, and its interpretation and application shall be final and binding.

5.2 Only individuals 21 years or older at the time of purchase may enter the raffle, and any purchase by individuals under 21 shall be invalid and not eligible for any winnings.

5.4 This raffle is void where prohibited by law. Purchasers must physically be present in the State of Illinois when the transaction occurs. This game is intended to conform to all City, State, and other requirements.

5.5 HFCA reserves the right to amend these rules as needed prior to any week's drawing. HFCA also retains the right to change the date and/or time of the drawing as needed.

5.6 HFCA reserves the right to postpone or cancel this raffle at any time for any reason by posting reasonable notice, which shall provide that, notwithstanding anything to the contrary to these rules, multiple drawings of raffle tickets for the same jackpot amount may take place during one week’s drawing night until a winning ticket, indicating a playing card number corresponding to the Queen of Hearts, is ultimately drawn.
